Diablo 4 Item Upgrades
Upgrades to items let players raise the level of equippable items like weapons or armor, as well trinkets to a certain level. They can be done at any item upgrade r NPC with the appropriate currency.

The first one is available from all monsters aged 21or more, and the other two are droppable from Giants and Bosses. Each upgrade will cost a different amount of Erons and Minerals. Generally, weapons have greater value in trade when upgraded fully because of their increased base damage. Requirements

You can also get them randomly or by taking loot from other players.
There isn't a tenable game design solution to the problem of the "not worth it" feeling that some players have about upgrading certain items. The ideal scenario is for the game to provide more details about the upgrade in its compare interface, for instance "X stats gained and X stats lost." This isn't feasible to implement due to the complexity of the process. There simply isn't enough space in the UI to make it work.
Another option is to develop an application that will check the upgrade requirements of an item before allowing it to be upgraded. This method is ideal for systems that have only a small amount of upgradable items and simple upgrade dependencies. An example of this is a sword that can be upgraded from Sword +2 to Sword +2. A script could check the Item Definition attribute for each upgrade, and then assign an Item Status of "upgraded" to indicate that the upgrade is valid.
This method is more flexible, but it requires an additional program. It is not suited for complex systems.

Costs
Upgrades can boost the physical power of equipment, its spell power and health (for rings and armor) or provide an additional bonus effect while in your inventory. You can either craft upgrade components or buy them from vendors. You can also collect or drop them from other players or receive them as reward. Upgrade components can be put into weapons, armor and trinkets. They can also be attached to gathering tools. However, most upgrade components can't be replaced or salvaged except through the use of an Upgrade Extractor. The only exception is glyphs. They can be salvaged by using the Black Lion Salvage Kit, or the Ascended Salvage tool.
Depending on the kind of item, upgrading an item may cost Dilithium or gold. Additionally, many upgrades require Flightstones or crests. The amount of Flightstones and Crests required to upgrade an item is determined by the level of the item. Blizzard also sets a maximum upgrade level. The upgrade to the highest level can be expensive especially if you're upgrading PvE gear.
Upgrades can also alter the weapon's ammunition or damage die size. They can also change its special weapon properties, such as its unwieldy or operational property, or hand requirement. Some upgrades can even change the appearance of a weapon.
